Rlymen disenchanted with Pay Commission Report

Dissatisfaction on Anti-Labour Report of 7th Central Pay Commission by Railwaymen and Central Government employees

Rakhal Das Gupta, general secretary, NF Railway Mazdoor Union and president, All India Railwaymen’s Federation has expressed the total dissatisfaction of the railwaymen and other Central Government employees on the anti-labour report of the 7th Cental Pay Commission.

In a statement, Das Gupta said that the staff side of JCM, National Council had demanded minimum wages of Rs 26,000 pm from January 1, 2014 on the basis of agreed formula of the 15th Tripartite Labour Conference held as far back as 1957. The Pay Commission while computing minimum wages had set up a limit of three members per family, price of rice at Rs 25.93 per kg, dal at Rs 97.84 per kg etc., and that it adopted price/cost of other commodities, far below market rates and recommended that it be effective from January 1, 2016 instead of January 1, 2014, when the quantum of dearness allowance reached 100 per cent.

Rates of all allowances have been reduced from the existing rate by 20 per cent. Presently, rate of house rent allowance of Guwahati and Siliguri is 20 per cent. The same has been reduced to 16 per cent. At other places HRA of 10 per cent has been reduced to 8 per cent and many allowances and advances like puja advance etc., have been abolished. The rate of payment of special duty allowance (SDA) granted to the Central Government employees, working in NE region has been reduced from 12.5 per cent to 10 per cent while for IAS, IPS, IFS officers the same allowance has been recommended at 30 per cent. The child care leave now available for two years with full pay by the child bearing women employees has been reduced to 80 per cent of the pay for full second year of child care leave.

The new pension scheme implemented arbitrarily for those employees appointed on or after January 1, 2004 and thereby reducing pay and dearness allowance by 10% in comparison to their counterparts appointed prior to 1.1.2004 has been retained of treating them at par in the matter of pension and family pension.

Das Gupta said that in many cases take home pay of employees would be less than the present level. The difference of pay between minimum and maximum, instead of being reduced has been further widened from 1:11.43 to 1:12.5, violating the letter and spirit of Article 38(1)(2) of the Indian Constitution wherein it has been laid down that attempt should gradually be made to reduce inequalities.

The increase of pay and allowances across the board was 14.2 and 20.6 per cent by 2nd and 3rd CPC which led to the indefinite strike of 1960 by All Central Government employees and historic 20 day-long strike of 1974 by railway employees after which the same was gradually increased to 27.6, 31 and 54 per cent during 4th, 5th and 6th central pay commissions respectively, but again the same has been brought to down to 14.29 per cent, causing total dissatisfaction and anger among all the railwaymen and other Central Government employees.

He said as a first step, all India Black Day was observed by all Central Government employees throughout the country on November 27, 2015, where the protest response was spontaneous.

Das Gupta said that the NF Railway Mazdoor Union, All India Railwaymen’s Federation and Staff Side, National Council/JCM have demanded review of the report bilaterally and to administer justice in the interest of industrial peace in the Indian Railways and other Central Government services, otherwise there would no alternative left for the employees to go for an indefinite strike in a bid to secure justice.
